EaP e-Democracy Conference ‘Politics in the Digital Age’

On the 23rd of October an Eastern Partnership e-Democracy Conference entitled ‘Politics in the Digital Age’ was held in Krems, Austria under the auspices of Austrian Presidency of the Council of the EU. The Conference was organised by the Department of e-Governance of the Danube University Krems and the Ragnar Nurkse Department of Innovation and Governance of the Tallinn University of Technology. The event was a continuation of the e-Partnership Conference held on 4 October 2017 in Tallinn.

The Conference was an opportunity for dialogue between experts from academia, governments and civil society from the EU’s Member States and in particular the EU’s Eastern partner countries – Armenia, Azerbaijan, Belarus, the Republic of Moldova, Georgia, and Ukraine -, as well as international organisations. The main focus was on the challenges and opportunities arising from using ICT solutions to support political communication, transparency of decision-making processes and inclusion of the public.

Estonian experiences related to transparency in decision-making processes were introduced in the second panel discussion by Maarja Toots, junior researcher at the Tallinn University of Technology. Insight into possibilities to include citizens in decision-making was provided by Dr Jelizaveta Krenjova-Cepilova who moderated the third panel discussion.

An ECEAP paper with recommendations on how to improve e-democracy in the EU’s Eastern Partner countries was also introduced as part of the Conference. The paper is based on the comprehensive “Situation Review: Safety and Security of Cyberspace and E-Democracy in the Eastern Partnership Countries”  authored by Kristina Reinsalu, Raul Rikk, Jelizaveta Krenjova-Cepilova and Piret Pernik and published by the e-Governance Academy in cooperation with ECEAP, the International Centre for Defence and Security, and financed by Sweden and the Estonian Ministry of Foreign Affairs from the funds of development cooperation and humanitarian aid.
