On 11-14 December 2018, a comprehensive seminar was held in Tallinn, Estonia entitled ‘Transparent Governance on Local Level: Public Administration Reform on Local and Regional Level for the Eastern Partnership Countries’. The event was organised by the ECEAP in cooperation with the Ministry of Foreign Affairs of the Czech Republic and under the auspices of the Ministry of Foreign Affairs of Republic of Estonia and the European Union. This event was a part of the work carried out by the Eastern Partnership Panel on Governance and Public Administration Reform and is contemplated in the Work Programme of the Platform 1 on “Strengthening institutions and good governance”.
The 4-day event was an opportunity to discuss among experts and share best practices on enhancing transparency at the local level in the EaP partner countries. The main topics of the seminar included lessons learned from territorial reforms and decentralization processes; transparent governance – practical use of e-solutions in local administrations; best practices of tackling corruption in local administrations; and encouraging civil participation in the work of local public administrations. Lectures and workshops on these topics throughout the event provided guidance and practical assistance in achieving the relevant goals set by the ‘20 Deliverables by 2020’.
