Relations between Estonia and Ukraine are good as there is close cooperation in many areas. Ukraine is a priority country for Estonia’s foreign policy and has Estonia’s full support for integrating into the EU. Ukraine is also one of the target states for Estonia’s development cooperation. Through training government officials and sharing the experience of Estonia’s reform, ECEAP has sought to help Ukraine in developing a democratic society. „Development and implementation of public administration reform action plan“ as well as the 3rd public administration reform (PAR) seminar on negotiations in the context of Eastern Partnership were conducted by ECEAP in Kiev. ECEAP enjoys a good working relationship with the Ukrainian Center for Adaptation of the Civil Service to the Standards of the European Union.

Prioritized areas in cooperation between Estonia and Ukraine are public sector and civil society capacity building, effective utilisation of information and communcation technology in public administration, cooperation in education, eco-management and energy. In the field of good governance, Ukraine has shown special interest in Estonia’s experience with EU integration and other reforms such as pension reform and health insurance.
